En tjugoprocentig tullsänkning från den 1 juli nästa år, som ett första led i strävandena att skapa en fast handelsgemenskap, är utgångspunkten för de expertförhandlingar på hög ämbetsmannanivå, som på måndagen inleddes i Saltsjöbaden mellan de så kallade ”yttre sju”, det vill säga Sverige, England, Norge, Danmark, Schweiz, Österrike och Portugal. Huvudalternativet är att tullsänkningen i rask takt ska följas av nya, för att skapa en fast yttre organisation, som inte skall framträda som en kamporganisation mot sexstatsunionens medlemmar utan som ett komplement som skall underlätta nya förhandlingar och ett slutgiltigt europeiskt frihandelsområde.
