او در 27۲۷ ژانویه 1925۱۹۲۵ در پیتربورو انگلیس متولد شد. طی سال‌های 47۴۷-1943۱۹۴۳ نخست در خدمت ارتش و سپس به عنوان کارمند [[وزارت خارجه بریتانیا]] در ایران اقامت داشت. پس از مراجعت به انگلستان، در سال 1950۱۹۵۰ در رشته شرق‌شناسی از [[دانشگاه آکسفورد]] لیسانس گرفت و در سال‌های 60۶۰-1950۱۹۵۰ به تدریس [[زبان فارسی]] در «مرکز مطالعات شرقی و آفریقایی» [[دانشگاه لندن]] اشتغال داشت.<ref>سبوری، ایران عصر صفوی، درباره نویسنده، صفحه یازده</ref>

در سال 1958۱۹۵۸ از همان دانشگاه در رشته ایران‌شناسی دکترا گرفت و از آن پس نیز به عنوان استاد مطالعات اسلامی و [[خاور نزدیک]] به تدریس و تحقیق در مراکز آموزشی مختلف پرداخته است. از سال 1976۱۹۷۶ تاکنون سیوری عهده‌دار کرسی امور خاورمیانه و اسلامی در کالج تورونتو کانادا است و کتاب حاضر حاصل همین دوران است.<ref>سبوری، ایران عصر صفوی، درباره نویسنده، صفحه یازده</ref>

از جمله آثار سیوری می‌توان به «مقالات متعدد در دائرةالمعارف اسلام»، همکاری در تألیف کتاب «ایران بعد از اسلام»، «مروری بر تاریخ»، «فرهنگ و زبان آن» (1964۱۹۶۴)، ویرایش کتاب «مقدمه‌ای بر تمدن اسلامی» (1976۱۹۷۶)، و ترجمه «تاریخ [[عالم آرای عباسی]] اثر اسکندر بیگ منشی» (2۲ جلد 1978۱۹۷۸) اشاره کرد.<ref>سبوری، ایران عصر صفوی، درباره نویسنده، صفحه یازده</ref>
