If the uploader does not provide any justification, {{uw-copyright}} is more appropriate. If the uploader claims to have permission to use the image on Wikipedia only or when the permission granted by the copyright holder does not meet Wikipedia's free content guidelines, inform them that the permission is inadequate and they must either obtain release under a free license or justify use as non-free content.
